A game in the MASKS - PbtA system, led by Raynor Frejrûn

After the tragic incidents at the annual Supers Olympics, hundreds are dead and thousands more injured.  What's more, the new designer drug EXCELSIOR can give mundanes powers for the right price.  The people of Halcyon City have demanded regulation, and the government is responding.  How will our "heroes" respond to the new government oversight and regulations?
